Specific policies are being carried out to support rural communities. The government encourages farmers, cooperatives, and rural businesses to apply digital technology. These programs help improve productivity.
Farmers can use smart apps to monitor crops, and cooperatives can sell products through e-commerce platforms. At the same time, digital infrastructure in rural areas is being expanded. High-speed internet is being brought to remote and mountainous villages.
According to Decision 749/QĐ-TTg, the digital economy should contribute 20% of Vietnam’s GDP by 2025 – showing the government’s strong commitment to a digital future.
2. Digital skills and the “Digital literacy for all” mission
2.1 The Meaning of “Digital literacy for all”
The initiative “Digital literacy for all” is a historic campaign. Its name recalls Vietnam’s literacy movement after 1945, but the modern goal is to fight digital illiteracy – helping people gain essential skills to master technology.
These skills include online payments, digital identity verification, and protecting personal information on the internet. The initiative helps close the digital gap so everyone can join and benefit from the digital economy. 2.2 Practical and effective training programs
Training programs are designed to reach every citizen. According to the Ministry of Science and Technology, more than 74,000 community digital technology groups have been established nationwide, with about 350,000 members. These volunteers work directly in villages, showing people how to pay bills without cash, use online public services, or open simple online shops.
Mobile classes and free online courses are also expanding. The training focuses on practical topics such as smart farming, managing personal finance through mobile apps, and selling agricultural products effectively via e-commerce.
3. Improving digital skills and knowledge – The foundation for sustainable transformation
3.1 The digital skill gap and new adaptation needs
Digital transformation cannot succeed if citizens lack basic digital skills and a technology mindset. According to the World Bank (2024), while Vietnam’s basic digital skills have improved, the country still needs to train workers in more advanced skills so they can join higher-value industries.
However, digital trust remains a major challenge. The National Cybersecurity Association reported that online scams in Vietnam caused an estimated 18.9 trillion VND in losses in 2024. This shows how important it is to improve awareness about online safety.
In addition, lifelong learning has become essential because technology changes faster than people can adapt. This creates a need for more flexible and practical learning models, helping people learn directly at work and in daily life.

3.2 Expanding hands-on learning and skill innovation
In recent years, many digital skills programs have followed a “learning by doing” approach.
For example, the Digital Futures Vietnam Program (2024) trained tens of thousands of young people in digital and local entrepreneurship skills.
In provinces such as Quang Nam and Thai Nguyen, digital training programs for women and the elderly have achieved strong results. Participants not only learn to use digital tools but also apply them confidently in small businesses.
These community learning models show that digital transformation is not only about providing tools – it’s about empowering people with knowledge, helping them become active learners in the digital era.
